QR Registered formally registers the QR identity and supplies the registration number or code that makes it operationally recognized within the QR system.
QRRegistered performs registration and nothing else. It issues the registration identity that makes a QR operationally recognized within the QR system.
Registration is a distinct ecosystem event. Pointing a conventional QR code at a destination does not constitute registration, and registration is not certification.
Protocol may govern the rules that apply to registration. QRRegistered performs the registration operation itself.

Is a registered QR code the same as a certified QR code?
No. Registered ≠ Certified and Certified ≠ Registered. Registration establishes the operational identity; certification determines whether applicable certification requirements have been satisfied.
Protocol governs the rules. QR Registered operates within its own jurisdiction.
