Verification answers a narrow question: does what is claimed correspond to what the system holds? The answer resolves to the operational record maintained by QRCodex.us, not to the appearance of the printed symbol and not to Protocol documentation.

Duplication is a failure condition
A convincing copy of a physical label does not create a second operational object. Verification resolves to the record, which is why the copy fails where the label alone would not.

Direct Answers
What stops someone from copying a registered QR code?
Copying the printed symbol does not copy the operational object. Verification confirms a claimed identity, record or condition against the record held by QRCodex.us; a duplicate label does not produce a corresponding record.
