Activation is the point at which the QR system stops evaluating and begins acting. It is the narrowest step in the sequence, because everything that would have prevented the action has already been decided.

Execution is not complete when an action starts. It is complete when its outcome is confirmed. An action that begins and does not resolve is an exception condition, not a silent success.

Confirmation closes the loop

Confirmation is what makes the interaction reconstructable afterwards. Without it, the record cannot state what resulted from execution.

Activation is the initiation of a permitted command, route or system action within the sequence. Execution is the carrying out of that action to a confirmed outcome.

Activation occurs only after the preceding conditions are satisfied, and execution is not complete until its outcome is confirmed.

When the condition passes
The action executes and the confirmed outcome is recorded where required.

Protocol defines when activation is permitted. The action itself is carried out by the applicable system within the QR system.
Record / evidence required
Where the applicable Protocol requires it, activation, execution and confirmation are recorded as a reconstructable sequence.
