How Protocol reasons
Rules Before Action
No action is permitted because it is technically possible. It is permitted because a rule authorizes it under the current state.
Bounded Jurisdiction
Each department governs one thing. Protocol governs rules; it does not hold records or issue registrations.
Everything Is Recorded
Events, decisions, denials and state changes must be recorded so system behavior remains reviewable.
Failure Is Governed
Exceptions are defined conditions with defined handling — never undefined behavior.
Controlled Terminology
Terms carry fixed definitions across the system. Drift in language becomes drift in architecture.
Expandable Documentation
The framework is designed to grow. Documents are added as infrastructure is documented, without restructuring the site.
