One term. One meaning. Everywhere.

A governed system fails quietly when its words drift. If 'registered' and 'certified' become interchangeable in ordinary use, two separate departments and two separate determinations collapse into one imprecise idea.

Distinctions that must hold

•Registered ≠ Certified. Registered = Live.
•Certification does not perform registration.
•Validation is not certification.
•Authorization is not verification.
•Protocol governs rules; the Codex holds records.

Approved vocabulary supported by source material includes scan, register, certify, authorize, validate, activate, verify, route and record. Language outside that set is either defined in the Glossary or marked as legacy content under review.

Where a term is defined in the Glossary, that definition applies to every page on this site and to every published Protocol document.

Definition

Terminology control is the requirement that a defined term retains one meaning wherever it appears.

Governing Rule

Terminology drift is an architectural failure. A term is used as defined, or it is not used.

— Substituting one defined term for another as a stylistic choice

— Introducing new operational states without supporting source material

When the condition passes: The term is used as defined and the meaning holds across departments.
When the condition fails: The usage is flagged for Protocol review and marked as legacy language pending reconciliation.
