QR Certified authorizes, verifies and proves. It is the certification authority of the system and the only path to a registered QR code — nothing reaches registration without passing through certification.
QRCertified is the authority layer of the system. It authorizes, verifies and proves.
Certification is the only path to a registered QR code. Nothing reaches QRRegistered without first passing the certification determination — a system that omits QRCertified is not the QR system and cannot produce a valid registered result.
QRCertified does not write rules, does not enforce, does not perform registration and does not hold the operational record. It makes the authority determination and nothing else.
QRProtocol writes the rules affecting certification; QRCompliance enforces them; the certification determination itself belongs to QRCertified alone.

What does QR Certified do?
QR Certified authorizes, verifies and proves. It is the certification authority of the QR system and the required gate before registration.
Why can registration not happen without QR Certified?
Because registration is the result of proven authority. Certification is the step that authorizes, verifies and proves; without it there is nothing for registration to issue against.
Does QR Certified write or enforce rules?
No. Rules are written by QRProtocol and enforced by QRCompliance. QR Certified makes the certification determination only.
Protocol governs the rules. QR Certified operates within its own jurisdiction.
