Not every instruction carries the same function. QR Protocol organizes governance through a defined hierarchy:
Principle
The foundational operating doctrine.
Rule
What must, may or must not occur.
Policy
The governing position applied to a defined area.
Standard
The required level or condition.
Specification
The precise technical or operational requirement.
Procedure
The prescribed steps for carrying out an action.
Process
The sequence through which work moves.
Instruction
The specific direction required for execution.

Governing Rule
Not every instruction carries the same function. Each instrument operates only at its defined level.
