Routing is governed.
A QR destination is not necessarily the same thing as QR identity. That distinction allows the infrastructure to govern routing without abandoning the identity and history of the QR object.
Protocol establishes rules for:

When routing changes, the governing rules determine whether that change is permitted and what record must be created.
