QRCodex is the main operational artery of the system. It logs, records, organizes, manages and facilitates all system actions, and it is fully functional system-wide. The other domains remain passive in accordance with it.

Codex is not a step in the chain — it runs alongside every layer. Root activity, governance publication, enforcement action, certification determination and issued registration are all logged, organized and facilitated through the Codex environment. The other domains remain passive in accordance with it.
QRProtocol does not replace QRCodex and does not create a second registry alongside it. Protocol writes the applicable rules — including which events must be recorded — and the Codex maintains the operational record that satisfies those requirements.
When a question concerns what actually happened to a specific QR object, that question is answered by the record in the Codex, not by Protocol documentation.

Is QRCodex the last step in the chain?
No. QRCodex is not a step — it is continuous. It spans the whole system from root through governance, enforcement, certification and registration.

Yes. QRCodex.us is fully functional system-wide and is the one environment where the entire system operates together.
Protocol governs the rules. QRCodex operates within its own jurisdiction.
