QRProtocol is the rules, standards and governance department. It determines how applicable QR-system operations are permitted to behave.
Protocol may govern rules affecting another department without performing that department's operational function. Protocol may establish the rules governing registration; QRRegistered performs registration. Protocol may establish rules affecting certification; QRCertified performs certification.
Protocol holds no operational records, operates no registry and issues no certification.
