QR Protocol writes and governs the rules, standards and governance that determine how applicable QR-system operations are permitted to function. Protocol authors the rules; it does not enforce them.
QRProtocol is the governance layer. It writes and governs the rules, standards and procedures that determine how applicable QR-system operations are permitted to behave.
Protocol writes; it does not act. Protocol may write the rules governing certification, registration, routing or recording without performing any of those functions. Enforcement belongs to QRCompliance, certification to QRCertified, registration to QRRegistered and operations to QRCodex.
QRProtocol is not the system. The system is QuickResponseCode at root, governed by Protocol, enforced by Compliance, proven by Certified, resulting in Registered, and operated throughout by the Codex artery.
Protocol holds no operational records, operates no registry, issues no certification and takes no enforcement action.

No. QuickResponseCode.us is the system at root. QR Protocol is the governance layer within it.
